As regards your question, there is actually no reason why you should not be able to find a part-time job while studying.
Many employers have a "diversity policy" and will give equal chances to any employee bringing equal or equivalent qualifications. However they usually do not recrute candidates on the basis of "disability" or "differently abled", so you might have to go through the regular application process as any other applicant. In your situation, if you come from abroad, the issue might be more about getting the appropriate permit that will allow you to study and work. For this, you need to apply to the local authorities.
